Live in District 23? We May Have an Internship for
You.
In May 1993, State Senator Royce West established an internship
program through a partnership with Paul Quinn College and the Texas Veterans
Land Board. The goal was to help students acquire paid employment experience.
Since then the program, called the Emmet J. Conrad leadership program
in honor of the renown Dallas physician and educational advocate, has
been expanded to include any qualified student in District 23, which
includes:
Parts of Dallas
Duncanville
DeSoto
Lancaster
Cedar Hill
Cockrell Hill
Hutchins
Grand Prairie
Requirements/Elegibility
Currently enrolled in a 4-year college/university
as an undergraduate or graduate student, or enrolled in a medical,
dental or professional
graduate program
Reside in District 23
2 letters of recommendation
Official transcripts with a minimum 2.25 cumulative GPA
New applicants must type a 250-word
essay, “What Is an Internship” or “Why

Returning students must type a 250
word essay, “How
Have I Benefited from the Leadership Program?”
Include a black and white photograph
Professional and detailed resume
A letter documenting past and present community service and volunteerism
